Back to drawing board for Highway 53 reroute on Iron Range [Duluth News Tribune]By John Myers, Duluth News TribuneMcClatchy-Tribune Information ServicesMarch 22--The Minnesota Department of Transportation today officially announced it was reopening the process of finding a new route for U.S. Highway 53 between Eveleth and Virginia.State highway officials said they will restart "scoping" potential alternatives for the highway which must be moved in coming years to make way for an expansion for the Thunderbird Mine that supplies Cliffs Natural Resources' United Taconite plant with ore.The mine's former owner had allowed the highway to be built on mine land in the 1960s on an easement with a caveat that it might have to be moved with several years' notice. Cliffs gave that notice in 2011 saying it needed access to the taconite lies under the highway.It was hoped that a new route would be built and open by 2017, when the current easement between the state and Cliffs would expire. But state officials said today that the delays finding a new route "could add a year or more to the project schedule," although they are searching for ways to expedite the timeline.The company still is eager to get at the ore despite the additional delay."It is our intent to begin mining the existing highway corridor in 2017," Sandy Karnowski, Cliffs spokeswoman in Duluth, said. "We have not received a request from MnDOT for additional time to remove the highway corridor."State officials thought they had a potential reroute last year -- favored by local legislators and others -- that directed the highway starting near the Midway Dairy Queen. From there it headed north, down the middle of the taconite mine, realigning with the existing highway near the Target store.But earlier this year Cliffs said no to that alternative, saying there were too many issues with federal regulations, safety and mine operations.Since then state officials have determined that cost estimates for their second-best option, going east of the current highway, were too high, forcing the issue back to the drawing board.A modified eastern route "is not off the table. It may continue to be an option under different variations," Roberta Dwyer, project engineer, told the News Tribune. "We're looking at all options now."Dwyer said public meetings will be set to gain input for local residents, but those dates have not been set.The state is preparing an environmental-impact statement on the reroute to evaluate alternatives and their impacts on people and the environment."During ongoing, in-depth study of the easterly alternative, MnDOT has identified issues that have increasingly raised concerns about the project budget," Duane Hill, state District 1 engineer, said in a statement today. "Studying additional alternatives will ensure that the final project balances environmental, social and economic issues, along with application of sound engineering principles and cost."The EIS scoping document will be reopened to reconsider a westerly alignment on Highway 37 and County Road 7. Options will be considered on all possible routes, including an extra-wide, two-lane highway through the area."I'm sure there will be people who are disappointed with this news, but the additional options will help us make an informed decision," said Hill.Leaving Highway 53 unmoved was another option MnDOT considered but apparently has dropped. It wouldn't have been cheap, because the state would have to pay United Taconite for the minable ore in the corridor. The scoping document estimated the required compensation could be from $400 million to $600 million. And United Taconite was never interested in leaving the ore in the ground.State officials are looking for the cheapest, safest, most-direct route. City leaders want to keep the route as close to the current highway as possible to avoid disruptions to businesses or residents. Now I have a year under my belt in college basketball; I wont be as nervous. I didnt know what to expect going into Ohio State and how the crowd was going to react and boo me, but now Im used to it, and Im used to going away, getting booed by crowds and that type of atmosphere.Seeing Sullinger on the other side last year cranked up his intensity. The two grew up together, acting like brothers. But with Sullinger now playing for the Boston Celtics, OSU simply will be an opponent that has two guards OSU recruited instead of him: Aaron Craft and Shannon Scott. With Jared being there last year, thats what made it more personal, just trying to beat him. And that was something that was new to me last year. Last year, I think I was averaging 37 minutes, so I would just say it was a shock to my body, and I was kind of sluggish out there. I wasnt (as) explosive as I could have been. I wasnt as intense, with the same intense player I was and I was just going through the motions, expecting things to happen that way. It didnt go right.Thats why he expects Sunday to be different.He and freshman teammate Caris LeVert, also from the Columbus area, are trying to hoard tickets. Burke said he has 20-25 people coming to see him.I know there will be a lot of people that want to see me do well but lose there, and I know theres going to be a lot of people that want to see me do bad and lose, he said. It doesn't always work that way.In 40% of American marriages, women are the higher earners. The growing phenomenon is one that can create a troubling dynamic for couples.Think men not feeling manly. Think women losing attraction to their mates because, deep down, they really want to be taken care of.Think both genders feeling guilty, even judged (hello, in-laws). The weather in the Sierra was gorgeous, the snow was thick, and California water managers were not quite satisfied. What else is new? The first Sierra snow survey of the year Wednesday found a snowpack across the Sierra with a water content that is now 134 percent of normal for this date. It's a good sign because plenty of snow in the mountains means more water in the state's reservoirs, which means no drought in the summer, healthy crops and, presumably, tap water galore. But there is still plenty of time for things to go wrong, according to California's water lords, who generally do not trust Mother Nature even when she's slapping snowballs in their faces."We've got a real good start to the year, but still three months to go where we need to have more snow," said , the chief snow surveyor for the , after taking the measurements at historic off Highway 50 near the Sierra-at-. "From a skier's standpoint, it's gorgeous. You can't get much better in California than we've got now. The thing that is always on our minds, though, is whether this sunny weather will keep up for long." The monthly snow surveys, which traditionally begin right around New Year's Day, are important because almost two-thirds of the water used to irrigate millions of acres of farmland and quench the thirst of California's 37.8 million people is contained in the Sierra snowpack. The water content of the snow has proved over time to be a reliable measure of how much drinking water will be available in California after the snow melts and fills up the department's reservoirs. The manual surveys at Phillips, a historic privately owned cabin near Echo Summit, and other locations in the mountains are combined monthly with electronic measurements in an attempt to gauge California's water supply. Better than 2012Gehrke measured 4 feet of snow depth at Phillips and a foot of water content Wednesday compared with 4 inches of snow and 0.14 of an inch of water at this time last year. "That's the picture in a nutshell of how much better off we are this year," he said. California already has 49 percent of the amount of frozen water expected by April 1, when snowpack is at its peak. The April 1 measurement is important because the Department of Water Resources is required during the winter to leave a certain amount of space in its reservoirs - from 10 to 20 percent of capacity - for flood-control purposes. Those restrictions are generally relaxed in March. Even now, plenty of water is sloshing around behind the state's dams. Lake Oroville, the primary storage reservoir for the State Water Project, is 71 percent of capacity, which is 113 percent of normal for this time. Shasta Lake, which is part of the 's Central Valley Project and is the largest reservoir in the state, is currently at 73 percent of capacity, or 115 percent of normal. The state takes water that flows out of reservoirs into the Sacramento-San Joaquin River Delta and diverts it to California households, industries and farms. Fluctuation normalLow precipitation has been a sporadic problem in recent years, creating more stress for state water managers who have been grappling with a host of other issues, including aging infrastructure and ongoing battles over water deliveries. The state has rarely been able to deliver the full allotment requested by farmers largely because of pumping restrictions to protect threatened and endangered fish, department officials said. Winter snowfall has been wildly unpredictable from year to year. Last year, Gehrke found only a single 4-inch-deep patch of snow next to Phillips Station. The snowpack then was only 1 percent of average, the smallest amount in January since measurements began at the 6,800-foot-elevation site in 1964, he said. Gehrke said huge yearly fluctuations are normal, which is why the California masses should not yet anticipate taking longer showers. "If things shut down, then not only will you not gain snowpack, but you will start to lose it," he said.
